Israel-Iran Conflict De-escalation Resolution, LASER Summer Council  21/6/25

The following resolution was agreed at the LASER Summer Council on 21st June 2025

UNA London & South East Region:

  1. Concerned that the Israel-Iran conflict has escalated since the pre-emptive Israeli attack on Iran ten days ago, ahead of scheduled negotiations between Iran and the US,
  2. Further concerned at reports of over 600 deaths and 2000 injuries in Iran and 24 deaths and more than 1,200 injuries in Israel, including many civilians on both sides,
  3. Aware that the IAEA has reiterated that international law prohibits attacks on nuclear facilities and that they threaten nuclear security, safety and safeguards,
  4. Believing in line with international legal consensus that pre-emptive use of force can only be justified as self-defense when the threat is imminent and diplomatic avenues have been exhausted, which does not apply in this case,
  5. Welcoming and supporting calls from the UN Secretary General, the UK government and other world leaders for de-escalation and a diplomatic solution and noting mediation offers from Turkey and Russia as well as Iranian civil society activists calling for de-escalation and an end to nuclear enrichment,
  6. Aware also of the growing civilian displacement in Iran and the threat of the US joining the conflict,

Calls on the UK government:

  1. To lead on peace efforts to avoid the escalation of a regional war that may result in significant human loss, severe environmental radioactive contamination, large scale displacement and refugee crises in an already volatile region;
  2. To deploy its diplomatic capabilities at the Security Council and elsewhere and work with EU allies, Commonwealth Partners and others to support calls for de-escalation, dialogue, negotiation and a just and lasting ceasefire, and to overcome threats to international peace and security;
  3. To be clear about upholding the UN Charter and International Law to make everyone safer – and avoid condoning US or Israeli exceptionalism, which undermine the UN system;
  4. To condemn Israel’s attacks on Iran as illegal, unprovoked and dangerous;
  5. To maximise the use of diplomatic means with allies, partners and others to find a negotiated settlement on Iranian nuclear enrichment, and to ensure that Iran remains in and complies with the obligations of the NPT;
  6. To develop a parallel strategy to ensure that Israel joins the NPT and declares and disposes of any nuclear weapons in its possession;
  7. To cease immediately all arms sales to Israel, and to cease all military support and intelligence cooperation that relates to targeting nuclear sites or the assassination of key members of the Iranian administration, as well as attacks on Gaza, the West Bank and neighbouring countries;
  8. To cease all trade with Israel until it withdraws from occupied territories in Palestine, Syria and Lebanon, and stops bombing Iran.

The LASER Chair had sent the following urgent message to UK Foreign Secretary and Prime Minister 19th June 2021

In light of the major global dangers and humanitarian distress among non-combatants resulting from Israel’s aggression in the Middle East, we, members of the London and South East Region of the United Nations Association (UNA LASER), urge you to:

  • condemn Israel’s illegal, unprovoked and dangerous attacks on Iran
  • cease immediately all military and intelligence support to Israel (including arms sales)
  • strengthen the UK’s actions for de-escalation of hostilities in the Middle East, including work through the UN
  • uphold the UN Charter and International Law – and avoid condoning US or Israeli exceptionalism, which damages the UN system
  • cease all trade with Israel until its withdrawal from occupied territories in Palestine, Syria and Lebanon, and stops bombing Iran.
